The Common Market for Eastern and Southern Africa (COMESA) has received financing from the International Development Association (IDA) in form of a Grant towards the Implementation of Great Lakes Trade Facilitation Project and intends to apply a portion of the proceeds of this Grant for eligible payments under the contract for the implementation of the Communication and Advocacy Strategy for GLTFP.
The Common Market for Eastern and Southern Africa (COMESA) is a regional integration grouping of 21 African States which have agreed to promote regional integration through trade development and transport facilitation.
The Great Lakes Trade Facilitation Project (GLTFP) is a 5-year project implemented by the governments of the Democratic Republic of Congo (DRC), the Republic of Rwanda, the Republic of Uganda, and the Common Market for Eastern and Southern Africa (COMESA).
The overall Project Development Objective of GLTFP is to “facilitate cross-border trade by increasing the capacity for commerce and reducing the costs faced by traders, especially small-scale and women traders, at targeted locations in the borderlands.”
The project takes a multi-sectoral approach to improving the trade and commerce conditions at 5 key border-crossings and surrounding areas between the DRC, Rwanda and Uganda to enhance regional integration through partnership with COMESA.
The communication function of this project is therefore critical for the effective delivery of all its causes. The communication and advocacy strategy provide the guidelines for production of communication material, effective stakeholder engagement including high level ministers in relevant government departments, training and capacity building, support for information dissemination, strengthening of communication structures and improved policy environment for actualizing the Simplified Trade Regime and The COMESA Charter. In addition to this, the advocacy component of this strategy aims to provide a gender-sensitive communications and awareness-raising in relation to the treatment of small-scale cross-border traders, 80% of who are women. The GLTFP intends to engage a Consultancy firm to effectively implement the GLTFP Communication and Advocacy Strategy. Guided by the implementation matrix for the communication and advocacy strategy, The Consultancy firm will be required to execute the outlined activities.
The Common Market for Eastern and Southern Africa (COMESA) now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions in the region or in sub-Sahara Africa, availability of appropriate skills among staff, etc.).
Consultants may constitute joint-ventures to enhance their chances of qualification.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014), setting forth the World Bank’s policy on conflict of interest.
The consultancy firm will be selected in accordance with the Consultant Qualifications Selection Method (CQS) set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014).
